A member of the House of Representatives, Rep. Sesi Whingan, has called for a comprehensive investigation into allegations of complicity by Nigeria Customs Service (NCS) personnel in aiding smuggling activities at the nation’s borders. Whingan, who moved the motion during a plenary session, cited the Nigeria Customs Service Act, 2023, which mandates the agency to prevent smuggling, secure the borders, and collect revenue. He alleged that some Customs officers were undermining these duties by facilitating smuggling operations.
According to the lawmaker, recent reports revealed that over 2,000 vehicles carrying millions of kilograms of rice were smuggled into the country through the Badagry border, allegedly with the knowledge and involvement of Customs personnel. Whingan also referred to investigative evidence, including videos documenting alleged collaboration between Customs officers and smugglers, as well as incidents of violence against citizens who attempted to expose such activities. He highlighted a case along the Badagry-Seme Expressway, where transporters documenting smuggling activities were reportedly assaulted by Customs personnel in collaboration with soldiers.
Whingan expressed concern that these actions not only endangered citizens but also eroded public trust in law enforcement agencies. He stressed that unchecked smuggling has severe economic repercussions, including harm to local industries, reduced government revenue, job losses, and the flooding of markets with substandard goods. Small-scale farmers and traders, particularly in the rice and poultry sectors, are struggling to compete with contraband products, exacerbating economic challenges in the country.
Despite the presence of multiple security checkpoints, the lawmaker noted that smuggling operations continue to flourish, particularly at night when officers allegedly enable or turn a blind eye to illegal activities. He emphasized the need for immediate intervention to address the inefficiencies and corruption within the Customs Service and other security agencies operating along the borders.
Whingan called on the relevant committees to investigate the allegations thoroughly and recommend measures to enhance oversight, accountability, and efficiency within the Customs Service. He insisted that restoring the integrity of the agency is essential for safeguarding Nigeria’s borders, promoting fair trade, and ensuring the nation’s economic stability. The committees have been tasked to report their findings within six weeks for further legislative action.
