‘Nearly $700 million annually!’ Full Details on How USAID Funded Boko Haram

OwelekeTV — A U.S. lawmaker, Rep. Scott Perry, has alleged that the United States Agency for International Development (USAID) has been funneling funds to terrorist organizations, including Boko Haram.

Speaking during the first session of the Subcommittee on Delivering on Government Efficiency, Perry claimed that taxpayer money—amounting to nearly $700 million annually—was being misused to finance extremist groups such as ISIS, Al-Qaeda, and Boko Haram.

“Your money, $697 million annually, plus cash shipments to madrasas, ISIS, Al-Qaeda, Boko Haram, ISIS Khorasan, and terrorist training camps—that’s what it’s funding,” Perry stated during the hearing titled “The War on Waste: Stamping Out the Scourge of Improper Payments and Fraud.”

The Pennsylvania Republican also criticized USAID’s expenditure in Pakistan, citing a $136 million initiative to build 120 schools, for which he alleged there was “zero evidence” of completion.

“You are funding terrorism, and it’s coming through USAID. It’s not just Afghanistan—Pakistan is right next door. We spent $840 million in the last 20 years on Pakistan’s education program, including $136 million for schools that don’t exist,”

Perry claimed.

He further argued that USAID had wasted another $20 million on educational TV programs for students who lacked physical schools, saying, “Yeah, they can’t attend school—because it doesn’t exist. You paid for it. Somebody else got the money.”

His accusations have reignited debates over USAID’s accountability and spending transparency, echoing previous criticisms from high-profile figures. Former President Donald Trump had previously called for the agency’s closure, citing corruption concerns. Tech billionaire Elon Musk, now leading the Department of Government Efficiency, has also accused USAID of operating like a rogue CIA entity and alleged its involvement in funding controversial research projects.

As scrutiny over U.S. foreign aid spending intensifies, Perry’s claims are likely to fuel further investigations into USAID’s operations and financial oversight.

Recall that Trump dismantled the USAID according to Reports retrieved from the Reuters.

According to the report, Trump had also carried out a fund freezing on the international body.

A source, one of USAID employees said,

“Our tools have been dismantled”
